Objectives
- To analyse the specific political, socio-economic and climatic conditions of the Mediterranean countries relevant for solar thermal and cooling applications

Country studies
On the basis of the common criteria catalogue for the Framework Report the Mediterranean partner countries members of the Working Group “Framework” elaborate country specific analyses of the political, socio-economic and climatic conditions including:
- Political support for solar thermal (policy interests, financial mechanisms, subsidies, legal framework e.g. building codes etc.)
- Institutional capacities in the field of renewable energies (agencies for renewable energies, departments for renewable energies at the ministries and communal/ regional administration, research institution networks etc.)
- Socio-economic features of key target groups (share of costs for heating, cooling and electricity in incomes, awareness for solar thermal applications)
- Public awareness and campaigning for renewable energies
- Climatic conditions resulting in technical bottlenecks
In a joint workshop the members of the working group discuss the results of the analyses with the members of the working group that looks for cost-effective technologies and applications.
Framework Report
The work package leader (WPL) compiles the country specific analyses to a comprehensive Framework Report. The Framework Report will be published on the project website.
Results
Solaterm Report on Framework Conditions for Solar Thermal Energy Use in the Southern Mediterranean Countries
In eight chapters the report delivers a comprehensive overview on the current situation and perspectives for solar thermal energy use in eight Solaterm Southern Mediterranean project partner countries: Algeria, Egypt, Jordan, Lebanon, Morocco, Palestinian Territories, Syria and Tunisia.
- Chapters 2 and 3 offer analyses of the general economic and demographic situation, and describe the overall energy situation and the climatic conditions for solar thermal energy use.
- Chapter 4 discusses existing framework conditions for solar thermal energy.
- Chapter 5 gives an overview on regional and international renewable energy initiatives.
- Chapters 6 and 7 describe the current market situation of renewable energy with a special focus on solar thermal: market drivers, local manufacturing capacities, available financing schemes, but also the main barriers for the solar thermal market development.
- Chapter 8 provides policy recommendations for the promotion of solar thermal technologies in the Southern Mediterranean Countries.
Most of the data in tables and figures were delivered by the Solaterm project partners – some of them are published for the first time
